Meet Harold Dwin
Co-Founder
Attorney Harold P. Dwin, co-founder of Baltimore premier law firm Cohen & Dwin, P.A., is proud to be able to help clients in need by simplifying complex legal matters and solving legal problems that cause immeasurable stress.
He explains why being a lawyer is so important: “I have always struggled with the concept of abuse of power, and this ultimately drove me to seek out a law career. I wanted to give people a fighting chance against the power of ‘big government’ and ‘big business,’ and to stop insurance companies from taking advantage of injured victims.”
Mr. Dwin dedicates his life to defending the little guy and representing the common man against intimidating and powerful forces. “There is nothing more satisfying than knowing that my legal efforts have made a difference to my clients and their families.”
After achieving his Bachelor of Arts degree from the University of Maryland in 1960. He attended Naval Officer Candidate School in Newport, Rhode Island, and served as Lieutenant, USNR.
Following his military service, Mr. Dwin achieved his Juris Doctor degree from the University of Maryland School of Law. He is currently permitted to practice law in Maryland, the United States District Court, and the United States Supreme Court. Mr. Dwin was an Adjunct Professor of Law at the University of Baltimore School of Law for fifteen years. He taught Trial Practice and Interview of Counseling and Negotiating.
Dwin has served as President for the ACLU of Maryland, President of Baltimore Ostomy Association, Board Member for OPSAIL Baltimore, and Founding Board Member of the National Aquarium of Baltimore.

Career Notes
Mr. Dwin has successfully handled hundreds of civil and criminal trials. He began his legal career working as a Probation Officer managing child support cases for the Baltimore City Circuit Court. He worked as an insurance investigator, claims adjuster, and claims supervisor. He has been representing clients in the areas of workers’ compensation, personal injury, criminal cases, and general litigation since 1968. From 1972 -1978, he served as Assistant Public Defender at all levels of the criminal court system in Maryland on both jury and non-jury trials.
